    Characteristics of Roma Entrepreneurship in Serbia

    Characteristics of Roma Entrepreneurship in Serbia is an academic paper based on the results of the research with the same name, implemented in 2016. The paper’s objective is to show the importance of the development of Roma entrepreneurship for the solutions to economic and social problems of this ethnic group. The survey of 45 registered Roma entrepreneurs on the territory of the Republic of Serbia revealed that the majority are engaged in service provision, agriculture, manufacturing industry and waste recycling. The Roma are most often owners of microenterprises, which are usually family businesses. Roma entrepreneurs primarily operate on the local market, where revenues they generate are significantly lower than the revenues generated by other businesses. By gender, Roma entrepreneurs are mostly men. On average, they are insufficiently educated and trained to run a business, as suggested by the census data indicating that one out of three Roma people has primary education, and only 11.5% a secondary education. One of the most important problems faced by the Roma in business is obtaining finance. Another significant problem encountered by Roma entrepreneurs is related to high labour taxes and contributions, while other problems include insufficient knowledge about laws and procedures, grey economy, unstable prices of agricultural products, weak purchasing power of buyers, consumers’ prejudice, etc. In order to develop Roma entrepreneurship, it is necessary to ensure a more significant financial assistance to the existing and potential Roma entrepreneurs from public and donor funds, to look into the possibility of introducing new mechanisms to finance entrepreneurial activities among the Roma, provide different types of non-financial support to Roma entrepreneurs, support associations and promote entrepreneurship.     Roma Entrepreneurship: Challenges and Perspectives

    The Roma are the largest and most vulnerable ethnic group in the Republic of Serbia. According to the census, there are around u 150,000 Roma living in Serbia, and the number is estimated at around 600,000. Roma in Serbia face numerous problems, including a more difficult access to the labour market. According to the data from the 2011 Census, only 28% of the Roma belong to the economically active category, of which 41% are employed and 16% have their own business. Between June and December 2016, the Institute for Territorial Economic Development (InTER) and Yurom Centre conducted the research "Roma Entrepreneurship: Challenges and Perspectives“ aimed at learning about the characteristics of Roma entrepreneurs, the specifics imposing burdens on business operations of Roma entrepreneurs, and offering policy solutions which would try to overcome the identified problems. The research was implemented with support provided by the Open Society Institute Budapest Foundation.

    Forests in Kosovo - a Dissappearing Resource

    Forests are one of the most important economic resources in Kosovo, and their protection is very important for sustainable development of rural environments. On the other hand, the problem of logging is a systematic problem since only 7% of forests are cut in accordance with the law. Within the project “Policy Dialogue for Environmental Protection and Development Action" implemented by InTER with financial support from the EU Office in Kosovo, we are publishing a brief analysis of the problem of forest protection in Kosovo, including recommendations for improvement of the related policy.

    Clusters ten years later - Analysis of effects of the Cluster Development Support Programmes in Serbia 2007-2015

    Cluster Development Support Programme is the longest national programme in the promotion of competitiveness, started in 2007. It was developed with the goal to contribute to a better productivity and competitiveness of companies through clusters, and to promote and develop cooperation between companies and entrepreneurs and R&D organisations. InTER has conducted the analysis of the Programme's results for the period 2007 - 2015, with the goal to provide an overview of effects in relation to the defined objectives, and initiate a discussion about further directions for support to cluster development in Serbia.
